Which party deals with the day-to-day maintenance of a managed area. The canonical six-value superset; per-form subsets (e.g. without 'the Lessees', or without 'Rentcharge Owner') are `sh:in` restrictions in the overlay profile, NOT separate schemes (ODR-0011 §1a).
