SPDTF uses attributed external material as evidence and compatibility input. An input can inform review without determining SPDTF meaning, authority or adoption.

Authority boundary

External sources keep their own ownership and maturity. Working groups decide what, if anything, SPDTF adopts after evidence-led review and governance.
