Resources hold the evidence that people can inspect, cite and reuse: source records, participant material, programme decisions, external standards and policy, recordings, transcripts and historical snapshots.
Evidence is not authority
Listing or downloading a source does not make it an adopted standard. Every record keeps its attribution, rights, provenance and source-specific maturity. Follow a claim from its source through candidate, review and decision records.

Preservation and traceability
Existing /resources/**, /resource?path=source/**, data files,
council records, technical artefacts, support assets and runtime services remain
retained inputs. Paths, checksums, consumers, rights and open/download behaviour are
part of the preservation contract.
