The candidate does not force every participant to use one universal meaning. Each resource belongs to one semantic home, while the Common boundary carries only meaning genuinely needed for exchange across several domains.

Each OPDA resource has one semantic home; common is exceptional and does not control internal domain meaning.
Six bounded contexts
Conveyancing, Estate agency, Finance and banking, Property data services, Property technology, and Surveying and valuation own their internal meanings.
DBT Smart Data is different
It is a machine-proposed semantic context for authorisation and controlled sharing—not the external DBT programme, an OPDA working-group decision or a property-domain bounded context.
Mappings are a separate SKOS concern
The boundary arrows are not mappings. The selected source method requires a reviewed SKOS correspondence and a qualified SSSOM/SEMAPV record for internal cross-context as well as external mappings. This requirement does not claim that the current candidate implements those records. The register is currently empty and its status is awaiting working-group evidence.
