Later review and releases

    The September Technical Working Group milestone is the first determination, not the end of semantic review. Relevant domain, scheme and Interoperability working groups can subsequently review the meanings they own and propose controlled, traceable changes.

    Current state

    Candidate 0.1.0-draft is not determined or released. No later working-group review, implementation release or external authority decision is recorded.

    Review sequence

    1. Record the Technical Working Group determination against an immutable candidate digest.
    2. Identify the ontology areas owned or consumed by each later working group.
    3. Collect evidence, questions and proposed dispositions without rewriting the determined baseline.
    4. Assess cross-context and implementation impact through Governance and Interoperability.
    5. Publish an explicit new candidate or release only after its own authority gate passes.

    Controlled change

    A later proposal must identify the affected source items and ontology constructs, cite evidence, name the semantic owner, state compatibility impact and record its disposition. Accepted changes create a new version; they do not edit the evidence used for the September determination in place.

    Claims that remain separate

    • Technical checks passing does not mean semantic agreement.
    • A Technical Working Group determination does not mean every domain group has reviewed the model.
    • A determined ontology component is not automatically an implementation release or adopted SPDTF standard.
    • Use in government-scheme work does not itself grant OPDA statutory or delegated authority.
