A class asserted opda:isPIIBearing true is in scope for the Phase-1 PII-co-annotation discipline (ODR-0018 §Rule 1): it MUST carry a class-level dpv-pd:hasPersonalDataCategory baseline in opda-<module>-annotations.ttl. The cross-cutting SHACL-AF rule PIIWithoutDPVCoAnnotationRule flags any opda:isPIIBearing true class lacking that co-annotation as a sh:Warning breach. Range xsd:boolean; emitted true on exactly the baseline PII-bearing Kinds (Person, Property, Address, RegisteredTitle, Claim, EPCCertificate) — Organisation is intentionally unmarked (ODR-0006 §Q6: not a data subject).
