Check status before relying on a rule

In particular, the end-to-end standards lifecycle is recorded in proposed ADR-0068. Current constitutional and technical procedures continue to apply until an authorised decision adopts or replaces them. Draft policy, evidence records and implemented procedures must not be treated as interchangeable.
