Interoperability Working Group: competency questions
Questions state what the model must be able to explain. They are review prompts, not approved requirements or machine-test results.
Initial questions
- Which meaning is genuinely shared and belongs in the deliberately small common boundary?
- Which qualified mapping preserves intent without collapsing distinct domain concepts?
How a question matures
- A participant supplies a use case, example and attributable evidence.
- The group confirms scope, language and the decision owner.
- A candidate answer cites the relevant semantic-package version.
- Reviewers accept, request evidence, defer or reject the proposed answer.
- Deterministic tests check only the encoded part; they do not confer semantic approval.
