Finance and Banking: competency questions

Questions state what the model must be able to explain. They are review prompts, not approved requirements or machine-test results.

    Initial questions

    1. Which lending decisions require shared property meaning, and which remain lender-local?
    2. What evidence, provenance and permitted-use semantics must travel with finance data?

    How a question matures

    1. A participant supplies a use case, example and attributable evidence.
    2. The group confirms scope, language and the decision owner.
    3. A candidate answer cites the relevant semantic-package version.
    4. Reviewers accept, request evidence, defer or reject the proposed answer.
    5. Deterministic tests check only the encoded part; they do not confer semantic approval.
